I recommend necro for plague touch. Those afflicted rangers love putting blind on you. You also get poisoned a lot by the Am Fahs.
Personally I use Flurry. Because the damage of daggers themselves are pathetic, I can use flurry to gain a LOT of energy with my zealous daggers. 25% less damage only applies to the dagger base damage and attack skills are unaffected. This means you can unleash your entire combo in literally 2 seconds flat with the bonus damage. One single spike damage with all the conditions in 2 freaking seconds.

So Warrior then? You made a good point with plague touch however, hmm

My build generally has 1 free skill slot, so I use that free slot to use plague tough and flurry interchangeably depending on what type of job I have to do.
You're interested in a PvE assassin, so plague touch would be the best choice.
Flurry is something I use in PvP, but it's still quite useable in PvE.

I also use a necro secondary. You can boost your survivability even more if you include Life Siphon. You can also help your team if you're packing Well of Blood. Thats health regen for you, health degen to aid your team mates offensively and Well of Blood to aid them defensively.

I originally went A/Mo. Used Retribution for my enchantment and used Golden Lotus Strike so I could gain energy.
I since changed to /N for Parasitic Bond (went to Tyria for this). Then used Black Lotus Strike to gain energy.
I normally don't put points into my secondary because Shadow Arts, Critical Strike and Dagger Mastery require a lot of attributes for me to utilize.
Obviously I use plague touch as well.

I use one of the most hated combo, A/Mo in PvE. I go either full assassin + purge condition/mend ilment. or put Shadow Art attribute on Healing Prayer (when Shadow Refuge is not enough) and use skill like Heart of Shadow or Viper Defense to get out of aggro.

Well I went along with Necro. I teleport in the middle of the mob, use Signet of Agony to deal dmg around me, then plague touch the bleeding to the highest lvl in the mob or desired target, then hit another target with Jagged Strike, and cast Unholy Feast to heal/steal health and that's when I either stay in to cast Shadow's Refuge to continue fighting or Dash away. That's how I PvE on the noob island so far and it works great.

Doing that will get you killed later on. Noob Island is just that, its for Noobs and weak characters. Take a strong character and take them into low leveled weak monster areas, you should be able to solo there. Take a strong character and fight strong monsters (solo), you will be toast. Assassins are not ment to tank, but it sounds like that is what you are doing.
I may change again and become A/W since I no longer fear conditions (even blinding). I have enchantments and hexes now from my Assassin that last long enough for me to gain my energy quickly.

Yeah thats the plan for Noob Island. Later for high levels I plan on using Plague Touch and/or Life Transfer. I could also possibly after casting Blood Renewal and waiting a bit to teleport into mobs and hit them with Enfeelbe Blood or w/e the AoE Weakness one is then teleport back out. It's a good way to weaken the mob. Plus I don't plan on soloing, I plan on going with full parties... W/Mo go Solo not Assassins imo.

Don't bring Life Transfer.
It takes too long to cast, takes a while to recharge, and its an elite. You may be better off with siphon strength as an elite hex. Signet of Malice and enfeebling touch or jagged dagger will get rid of blindness (assuming you hit with jagged dagger before being blinded.
